The journal has been issued since 1992. It was founded under the supervision of the scientist Tatiana Ivanovna Zaslavskaya. Since 2003 the journal has been headed by Valery Valerievich Fedorov, VCIOM General Director, Vice –President of the Union of Russian Sociologists, ESOMAR member (world association for market, social and opinion researchers), Candidate of Political Sciences.

The journal exports the metadata to the open scientific repositories; the articles are indexed in RSCI (Russian Science Citation Index) and CrossRef; the full text versions are available in NEL (National Electronic Library), ESM (Economics, Sociology, Management - Federal Education Portal), CyberLeninka and Ulrich’s Periodical Directory.

General information about The Monitoring of Public Opinion: Economic and Social Changes

1.1. The Monitoring of Public Opinion: Economic and Social Changes Journal (hereinafter – The Monitoring) operates in accordance with the Federal Law On Mass Media and the VCIOM`s Charter. It was launched in 1993 and represents VCIOM`s official publication.

1.2. The periodical is registered by the Russian Ministry of Press, Broadcasting and Mass Communications (Registration Certificate PI 77981, December 10, 2003). Due to the switch to the digital version the journal obtained the Certificate of Registration El No. FS77-42115 issued by the Federal Service for Supervision of Communications, Information Technology, and Mass Media on September 23, 2010.

1.3. The periodical is included in the List of Russian peer-reviewed scientific journals for publication of basic scientific results of thesis for the academic degree of doctor and candidate of science (No. 1288). (Decision of Presidium of March 2, 2012 No. 8/13; Conclusion of Presidium of May 25, 2012 No. 22/49)

1.4. The periodical is registered in the ISSN International Centre and obtained the print ISSN 2219-5467.

1.5. Since 2014, the journal has been Ulrich’s Periodical Directory.

1.6. The periodical adheres to the open access policy; all the materials are free for its readers. The users can read, download, copy, transfer, study or refer to the full-text versions of the articles without asking prior permission from the publisher or the author. This policy conforms to the principles of the Budapest Open Access Initiative (BOAI).

1.7.  The periodical is indexed in the Russian Science Citation Index (RSCI); the full version of the articles are available on the Scientific Electronic Library website eLIBRARY.RU.

1.8.  The published works refer to the following branches of sociological knowledge:

  • theory, methodology and history of sociology;
  • economic sociology and demography;
  • political sociology;
  • sociology of culture;
  • social structure, institutes and processes.

1.9. The periodical is available in digital format and issued online six times per year. The members of editorial council and editorial board may choose to publish special issues and supplements.

1.10. The periodical is a peer-reviewed journal using double-blind peer review policy. See more: Peer Review Guidelines.

1.11. Papers submitted for publication must be of scientific interest. To be acceptable a paper must be prepared in accordance with the manuscript instructions, should have positive peer reviews and conform to the publication ethics and reference style.

1.12. The periodical is financed by the VCIOM. Any publications including publications of postgraduate students are free of charge; remunerations for the publications are not provided.

1.13. The official languages of the journal are Russian and English.

1.14. Since 2012, the anthology including the most interesting articles of the year has been published annually; it is distributed free of charge.  

We publish the papers of those authors who represent the leading scientific sociological centers, institutions, organizations, universities based in Russia and abroad. The broad remit of the journal allows researchers from related disciplines (political science, history, economy, etc.) to speak using empirical sociological data.

Objective, accurate, regular and up-to-date information provided by The Monitoring is helpful for anyone who is involved in decision-making process, who deals with the analysis of the current state and develops forecasts of the future of the Russian society. The journal is useful for scientific and analytical staff, governmental workers, academicians, lecturers, young scientists, students and postgraduates as well as journalists.  Any university or academic library should have the journal.

Publications cover a wide range of social, economic and political issues; the basic sections are devoted to theory and methodology of social research, state-society interaction and social diagnosis. Each issue contains a two monthly digest of the major results of weekly public opinion surveys conducted by VCIOM.  In 2015, we are planning to give the authors a possibility (upon request) to have an open access to the VCIOM research database.
