IN BRIEF

An initiative of the Ministry of Defense to introduce restrictions on the military staff concerning the information they post on social networking sites is supported by more than two-thirds of Russians.

MOSCOW, October 9, 2017. The Russian Public Opinion Research Center (VCIOM) presents the findings of a study describing the attitudes of Russians towards a draft law banning the military officers from posting information about their service on social-networking sites.

Half of Russians consider it right to restrict the use of social networking sites for certain professions (51%): the share of active Internet users who think so is even higher than the share of those who almost never use the world wide web (57% vs  43%). The ban should be targeted at security service employees such as the Federal Security Service (61%), the military personnel (45%), and policemen (39%).

Russians generally agree that the military should not use the social networking sites to prevent any sensitive information leakage, even accidentally.  More than two-thirds of respondents (69%) approve of the idea to ban the military from posting information related to their work in social media; they are opposed by 25% (younger generations, aged 18-24, tend to be loyal; 38% of them do not support the idea).

The former stress that this increases the chances of certain defense secrets being available to the public. Those who disagree with the draft law find it difficult to prove their stance (60% fail to explain why they oppose the draft law); those who have certain explanations believe that citizens should be aware of what is happening and have their freedom of speech.

The VCIOM-Sputnik Russian nationwide survey was conducted on October 4-5, 2017. The survey involved 1,200 Russians aged 18 and over, and was carried out using stratified dual-frame random sample based on a complete list of landline and mobile phone numbers operating in Russia. The data were weighted for the probability of selection and reflect social and demographic characteristics. The margin of error at a 95% confidence level does not exceed 3.5%. In addition to sampling error, minor changes in question wording and different circumstances arising during the fieldwork can introduce bias into the survey.

There is an opinion that certain professionals should be banned from having social media accounts as any kind of information can be available to the public and used by third parties. Others say that any professional has the right to have a social media profile and this is secure. Which statement do you agree with? (closed-ended, one answer, %)
