For most of Moscow disabled persons the minimum acceptable monthly income is 15-34 thousand roubles.
MOSCOW, March 25, 2016. Russian Public Opinion Research Centre (VCIOM) presents the results of the survey describing the employment situation of people with disabilities in Moscow.
Many employers are reluctant to hire people who fall into quota categories. Forty-one percent of Moscow enterprises who do not have quota workers are not ready to recruit quota categories.
Persons with psychoneurological disorders have the lowest level of education: more than half of them (54%) graduated from secondary schools; more than a third (37%) have elementary professional education. Visually impaired persons have the highest level of education: more than 40% have complete higher education diploma; every third graduated from a technical school.
Those who have professional experience are mainly persons with hearing disabilities or persons with musculoskeletal disorders; three quarters of them (79% and 75%, respectively) have been officially hired.
Top five most attractive employment sectors for people with disabilities living in Moscow are trade, production, construction, social services and communications. Three out of four groups of disabled persons choose trade as top priority sector (45% of persons with musculoskeletal disorders; 31% of visually impaired persons; every fourth hearing impaired persons). Communications are chosen mainly by people with psychoneurological disorders.
An overwhelming majority of Moscow disabled persons prefer mid-ranked or skilled jobs. Only 7-12% of all respondents, excluding persons with psychoneurological disorders, would be satisfied with а minimal requirement job vacancy; 37% of them would agree to be an unskilled employee.
About 90% of the interviewed Muscovites with disabilities prefer a permanent office job or a full-time job. Internships, volunteering and shift work are not popular among disabled persons across all categories.
Those who have highest salary expectations are Moscow visually impaired persons who graduated from educational institutions in 2015: 80% of visually impaired persons consider a monthly salary of 25 thousand roubles or higher. Persons with psychoneurological disorders have the minimum salary requirements: 60% of them would accept a salary of less than 25 thousand roubles per month. Most of persons with musculoskeletal disorder (81%) and hearing-impaired people (69%) would consider a job offer with a monthly salary from 15 to 34 thousand roubles.
The VCIOM survey was commissioned by the Department of Labor and Employment of Moscow City and conducted in November – December 2015. A total of 600 persons with disabilities were interviewed in Moscow. The survey was based on targeted, quota-based sample.
