Security and “presidential” ministers are at the top of the rating.
MOSCOW, October 17, 2013. Russian Public Opinion Research Center (VCIOM) presents the rating assessing the performance of Russian ministers.
Sergey Shoygu holds the first position among Russian ministers (4.28 points according to 5-point scale) followed by Sergey Lavrov (3.81) on the second and Vladimir Puchkov on the third place (3.61).
Top 10 Russian ministers also involve Dmitry Rogozin (3.27), Nikolay Nikiforov (3.21), Vitaly Mutko (3.21), Igor Shuvalov (3.20), Aleksandr Khloponin (3.11), Vladimir Medinsky (3.09) and Vladimir Kolokoltsev (3.06).
The performance of such ministers as Aleksandr Konovalov (2.99), Dmitry Kozak (2.98), Maksim Sokolov (2.98), and Aleksandr Novak (2.98) is assessed as “satisfactory”.
They are followed by Mikhail Abyzov (2.89), Yury Trutnev (2.89), Aleksandr Galushka (2.87), Olga Golodets (2.85), Anton Siluanov (2.85), Sergey Prikhodko (2.85), Veronika Skvortsova (2.85), Denis Manturov (2.81), Arkady Dvorkovich (2.80), Nikolay Fedorov (2.78), Maksim Topilin (2.76), Igor Slyunyaev (2.76), Aleksey Ulyukaev (2.71). Least popular ministers are Sergey Donskoy (2.69) and Dmitry Livanov (2.66).
Over the recent months Russians more positively assess the work of Vladimir Puchkov (from 3.53 to 3.61), Vitaly Mutko (from 3.04 to 3.21), Aleksandr Novak (from 2.85 to 2.98), Dmitry Livanov (from 2.49 to 2.66). On the contrary, Vladimir Kolokoltsev (from 3.22 to 3.06), Arkady Dvorkovich (from 2.94 to 2.80), Maksim Topilin (from 2.86 to 2.76), Igor Slyunyaev (from 2.83 to 2.76), Sergey Donskoy (from 2.76 to 2.69) got lower rankings. Not much has changed for other ministers.
The results of newcomers, Aleksandr Galushka and Aleksey Ulyukaev, are lower than the results of their predecessors, Viktor Ishaev and Andrey Belousov (2.87 vs 2.96 and 2.71 vs 2.8, respectively).
Compared to the results of September 2012, the performance of Sergey Shoygu was assessed much more positively (4.28) than Anatoly Serdyukov (3.07). Vladimir Puchkov has strengthened its position (a year ago – 3.4; currently – 3.61).
The VCIOM opinion polls were conducted in September, 2013 (September 14-15, 21-22, 28-29). 1600 respondents were interviewed in 130 communities in 42 regions of Russia. The margin of error does not exceed 3.4%.
